Constantly hungry

Anyone else always feel hungry? I'm trying to get 20lbs off that are just sticking despite exercise and calorie counting. But I'm always hungry which just doesn't feel good. Anyone else? I'm eating 2000-2200 cals, so it's not like I'm not eating enough given the BF. Not sure what to do.
