Dethawed Milk Mishap at Daycare

I was informed at the end of the day that my bag full of milk that I had supplied to DS daycare had been in the freezer that had gone out. They weren't sure when it went out but most of the milk had been dethawed. Do they have to throw it all out now or can it be refrozen? I am pretty livid about this!
