Is it better?

I think I might already know the answer but is it better to go into lo's room when they start stirring to put in pacifier or rub their head etc. or wait till their actually crying. Im going on an hour and a half trying to get lo to bed. He will sleep for 20 min then get up then 5 then 15 it's driving me crazy. I try to wait till he cries but sometimes I feel like its probably harder to calm him when he's already so upset.
