Does Children's Place stuff run really small?

I actually have rarely shopped there, because people always bought my older DD a lot of clothes, and so then they also got handed down to my younger.

Anyway my DD is 2 years + 4 months, and the 24m/2T Children's Place stuff is tiny on her.  I feel kind of weird getting rid of 2t stuff this early.  She's only 27lbs, super skinny, but maybe she's tall for her age.  The sleeves on 2T are super short and even too short at the waist (tummy hangs out).  I put a 3T CP shirt on her today and it is a perfect fit.

My kids have very different body types and have grown very differently (fast vs slow).  Which is another reason I'm not sure about the sizing.
