Skin issue, need opinions... (PIP)

I know there have been one million posts about skin issues but I'm having a really hard time figuring out what this is. If any of you have an idea please chime in....

I'm not worried about the cosmetic appearance of it, I'm worried she may be allergic to something. This whole time I have been thinking it was baby acne, but now I'm thinking everything to rash, eczema, allergy?? Any idea?  It's only on her face, nowhere else on her body. I wash all of our stuff in Tide Free and hers in Dreft....
