Under Neck Rash

Hi everyone!!! My 12wk old DD has a nasty rash under her neck that I can only assume is a form of heat rash. It's really red and always wet from her sweating. She's pleasantly plump and has several rolls under her neck. I thought at first it was her eczema but it's always so sweating under there I'm now thinking its heat rash. I've been using corn starch to try and keep it as dry as possible but the corn starch just becomes a wet mess in her rolls. Any advice or experience with this?? TIA!!
