LO hates tummy time

Any suggestions on how to make it more enjoyable?  I've tried hard and soft surfaces, toys in front of and on the side of her, I've laid down next to her.  She'll do ok for a minute and then starts crying.  She has great head control and likes to lay on our chest and push herself up, but not on the floor.
