Question about crib bumpers.

I've been researching  about crib bumpers and have found some things saying they're connected with SIDS, and others saying they're perfectly safe. Just for arguements sake, lets just say they're safe because my question isn't really about that.

 What I've seen everywhere is that when baby starts rolling and /or pulling themself up, bumpers should be removed so LO can't roll into them and block their airway. So if they should be removed at that point, what's the point of bumpers in the first place? If that's the case, it seems like they're just an extra expense just to decorate the nursery. Are they really needed in the early months?
