filed child support

I filed through DSS for child support over a week ago. Today I got a nasty message from a rep at DSS that I have to reapply because the person I spoke with filed my application through as if I had already been receiving assistance through the state. Because I'm not this is considered "incorrect information" and they cannot proceed with my case. This is very frustrating since I go back to work very soon, and I paid an application fee. Anyone else go through the department of social services vs the courts for child support? Would I be better off paying the 180 to file a case through the courts?
