Delayed Start to Kindergarten?

Next year (a year from now) I should be thinking about registering my son for Kindergarten. He is a late June Birth date and quite small for his age. My husband and I are planning to hold him out of Kindergarten a year and have him start in the Fall of 2015 instead of 2014. He will be in the Beaverton School District. Does anyone know what I need to be doing and when, in order to defer Kindergarten for a year?
