Just looking for your opinion

FTM, about a week away from due date. At my last appointment (38weeks) my OB said I was 1cm and 50% effaced but baby has not dropped. She said MOST babies have dropped by now and she probably wont have time to do so- and without her dropping I wont have the pressure on my cervix to dilate more so she wanted to schedule a C-section for me on my due date. She didn't say anything about inducing but she seemed like she had little faith that I could deliver this baby. We have our 39 week apt tomorrow and I'm just looking for advice on if I should ask her about inducing or why she's so quick to offer a c-section...
