Kick question

So I have an anterior placenta which my doctor said will grow up as my uterus grows well at 18 weeks I started feeling kicks really down low by my crotch but now at 20 weeks they feel like they're up by my belly button sometimes! Is it possible that he could be kicking up there? Is my uterus even that far up yet?
