Need Advice...

Hi ladies, I don't care for my MIL, there I said it.  She's quite needy and truly lacks common sense (seriously). When my family me her, everyone asked me if she was "slow" so I know its not just me. She babysits DH sister's 2 children now.  The 1.5 year old still doesn't speak a word.  We've been pricing daycare and DH wants to save money by getting his mom to babysit.  I'd rather spend the money and be comfortable knowing that my child is safe and getting the mental stimulation that she needs.  Please advise...
