STM nap question

I am having a heck of a time with my DD. She is 13 months and is down to 1 nap a day usually around 1pm that lasts 1-1.5 hrs. When she wakes up from her nap she cries for about 20 or so minutes. This makes me believe that she is still tired but she refuses to go back to sleep or to be soothed back to sleep. She has never cried like this before after waking up from naptime, only since she transitioned to 1 nap. Is this normal? Am I over-analyzing? Any wisdom or tips/tricks you could send my way? I didn't get any response from DD's BMB.
