Question About Being "Low"

So at my last doctor's appt he checked my dilation (1-2 and 60% effaced) and said: "Yep, still feels like a butt to me!" (LO is frank breech). Does this mean she's dropped since he can feel her butt?? He said my cervix is still "kinda high up there." I'm just not sure exactly what he meant.
