Difference between Blood Cord/Cord Tissue/Placenta Banking?

I've heard of blood cord banking being around for a while, but now I'm seeing some places advertising cord tissue and placental banking as well.

What is the difference between the three?  Is any more beneficial than another?

I would like to do public banking, which is free or low-cost and makes the donation available to other babies.  However, public banking in rural central Pennsylvania doesn't seem to be easily accessible. That means I'll probably have to have my hospital do collection and mail it in.
