STM: 38 weeks/no dilation. When did your LO come?

So this is baby #3 for me. With my other two kids, I was already dropped and 2-3 cm by 36 weeks. I had an appointment today and she is still really high up and no dilation. Im a little discouraged that I may go all the way to 40+ weeks. She is already measuring at 8.5 pounds (yikes), and I am only 5'4" and very petite. I dont want to end up with a c-section because I cant push out an 11 pound baby.

So my question is, to those who had no dilation and baby really high up around this time, when did your LO come in comparison?

Also, anything I can do to get her lower? My OB said I probably wont dilate much until she gets much lower....
