Speaking of cord banking...donation question

I was looking into donating the cord blood to our local bank.  In the application they say that the blood will be tested for infectious disease and genetic conditions, to be expected.  But they say that certain conditions could make it difficult to obtain health insurance.  Do you have any experience with this?  Did this change under Obamacare, where insurance companies have to provide insurance with pre-existing conditions?
