STM - Changing table.

We just got our changing table and crib (yay!) and changing pad. So, the table has a set of straps to secure the baby and the changing pad also has a set of straps. Are these straps actually used, or is it just a legal precaution and not actually practical? And in the case of two sets, do you just keep the table set unused under the pad, or the pad set tucked inside the pad sheet?
