baby won't take breast

I am planning on seeing a lactation consultant but want some advice in the mean time. It started a couple of weeks ago with her pulling and tugging on my nipple while she eats. I would take her off and give her a paci for a bit and then try again. Now she does a couple of sucks not even enough to get let down and then starts crying. She has had latching issues in the past and has used a nipple shield and now she won't have anything to do with it. I have had to give her pumped milk. She takes a bottle fine. I don't  know if it's related but it started about the time I went back to work. I work 2 days a week for 8 hours. I introduced bottles when she was less then a week old (shes 12 weeks) and hasn't had any problems going between the two until now. We've been to the pediatrician and he couldn't find a medical reason for it.
