Placenta preva again at 32 weeks? Confused..help

I was diagnosed with partial previa at 17 to about 24 weeks. It went from partial to lowlying to nothing to worry about. I was in the clear and at my 30 week appoint baby turned and was breech. I just had my 32 week appointment and tech told me baby is vertex again so we were like yay of course. Then we met with the doctor after and he said I had complete placenta previa. He sounded pretty negative about it migrating in time. I had a million questions because other techs told me it had migrated out of the way. He thinks maybe it was their angle or something, but how is that possible if completely covering? I'm so confused. This is also so dangerous as I haven't been following any restrictions. Nothing happened though.
