Induction vs C-Section -- which should I choose?

They will likely be doing one or the other at 38 weeks due to hypertension. I'm guessing an induction is a much better option -- but does it always work? I'd hate to start that just to end up needing a C instead. Should I just elect C? Thoughts please...
