Noisy neighborhood kids vent

It seems that one of the little girls on my block is having a slumber party, and for some reason her parents have allowed her to take it outside (or forced her to). For the last 2+ hours they have all been yelling nonstop, occasionally shrieking like they are in a horror movie. It's almost 11 pm. Does anyone else think this in incredibly rude? We don't live out in the country, if I can hear it then there are at least a dozen other houses that can as well. WTF neighbors, STFU.
