Milk supply

Hi there,

 I am a FTM and my LO is 17 days old, I have been pumping everyday and am only getting about an ounce every time. Is this normal? Anyone else get their supply late? LO cant latch on due to inverted nipples but i do pump after every feeding and then add the milk to his formula. I also "power pump" where i pump for 5 minutes then stop for 5 minutes then pump again... nothing is working and I feel like a failure. Please help.
