Baby acts hungry but is she just tired

DD is throwing me for a loop. She's been eating quite a bit but towards the end of the feeding she is getting very fussy. She will act like she is still hungry bopping head on my chest, hands in her mouth, acting like she is going to eat my shoulder but then when I offer the breast she will eat for a few seconds, pop off and cry. She will do this over and over. I have tried both breasts and its the same thing. My letdown a are very fast so she has never really comfort sucked before. Is that what she is asking for instead?

I know for a fact she is tired when she acts like this because she doesn't act this way at the beginning of a feeding and she is yawning and closing her eyes when she acts like this but I am afraid of putting her down if she is hungry. I am so confused!
