Water Retention

Ok I know this may sound silly but will a doctor induce you because you are retaining Water and have Pitting Edema? my poor feet and ankles are so swollen just getting in the shower will make them swell. Dr. mentioned Pre-eclampsia but swelling is the only side effect i have. Any thoughts?
