When to Switch to A Regular Stroller? *Bonus Question re: Snugabunny

I thought we had a recent post on this but now I can't find it.

1) Anyway, we have the bucket seat carseat and the Snap N Go caddy.  Lillian is starting to hate that bucket, so I've thought about putting her in the City Mini. At 11.5lbs, is she too little or too young for a regular stroller?  Is the rule to wait until they can sit up alone or have great head control?  How do I know when to switch her over?

2) Man, does she love that Snugabunny swing, except for the fact that she looks too big for it.  The weight limit is 25lbs and DD likes to try to sit up now, so it just doesn't look like she's comfy in there. I took out DD is a peanut--short & light--but I don't know if its time to switch her to a regular non-cradle swing.

I feel like such an idiot being a mom, sometimes.  Any advice or insight?
