low milk supply! question!!

Is it true that some women just don't produce enough milk? I have been having issues with feedings since the beginning. He is 11 weeks now and when I supplement with formula he gains weight fine. But when I tried only nursing... he was not gaining much weigh... not even one pound in two weeks... ..so my doctor said that I should supplement so that my baby receives enough nourishment to grow and develop properly. She said that some women just don't produce enough... I feel guilty and sad about that....:( has anyone experienced this???
