Gate checking items when traveling...

When you gate check a car seat and stroller should I have some sort of bag to put them in? Also has anyone flown United and been allowed to gate check a stroller and car seat when it is not a travel system (an umbrella stroller and infant car seat)? United says it only allows either a stroller OR car seat. Not sure how to go about bringing both without having to check one with the regular luggage.
