Can you plan a c-section?

With my first child I was placed in a emergency situation. As I was pushing my blood pressure dropped so low I could hardly move. Ethan's heart stopped beating but i was to far by that point to have a c-section. i had 4th degree tearing and hurt for months. I feel like I missed so much of his early days because i was in pain. I realize a c-section is painful but at least it heals quicker ( usually) than what i went through. I was stitched up with dissolving and stitches I had to have taken out. My delivery was not what I wanted or planned it was horrible and beyond scary. I am wondering if I can ask my new doctor if she is willing to just schedule a c-section to reduce risk of that having again? also when do they normal schedule a c-section?
