stay at home mom on government dime?

Just wanting to settle a little dispute with your opinions ladies. I am a part of a mommy group of ladies in my city and surrounding area, all income levels. My hubby and i are both gainfully employed, but need both our full time incomes to support our family and have the future we want. I will be going back to work, and am dreading it, but accept that it is a neccessity for us. I feel i have been looked down upon by some of the ladies in this group for my choice. Several of them claim to be stay at home moms. The talk came up about income and employment not long ago, and lo and behold, most of these "stay at home moms" are on welfare, and have made the choice to be on welfare to stay home with their child. Choosing to live off government money and not worl, to be a stay at home mom. I dont consider that a stay at home mom. I consider that unemployed. Thoughts?
