Do you call after submitting a resume/app?

Last Tuesday I submitted an online application for a job I REALLY want. I have applied for this position in the past, but they offered the job on the spot to the first person they interviewed.

I noticed the job was posted again, and now I am wondering if I should call to follow up? I really do not want to come across as annoying.
