Baby won't latch

My 2.5 week old won't latch.  She gets very frustrated when I offer her the breast, both with and without a shield.  I've been working with a lactation consultant and pumping exclusively (with occasional formula supplement when I don't have enough milk pumped).  And the plan is to give her lots of skin to skin, and to offer the breast when she's not hungry in the hopes she'll start by comfort nursing. 

I'm trying to stay positive, but things are starting to feel hopeless.  Has anyone had experience with a baby who wouldn't latch, but learned to later on?
