No milk production question

My assistant had her 1st yesterday (here in Botswana) at the local government hospital. She said she doesn't have milk--not even colestrum or leaking even if you squeeze or massage. (There is no lactation consultant at the government hospital)

She is giving the baby formula (hospital won't let her use a bottle, so she has to use a cup) but I  told her to let the baby suck on her breasts. She said the baby puts his mouth on then pushes the breast out with his tongue.

 Any suggestions for her????
