positive at home test, negative dr test, 32 HCG

I'm looking for some info because my doctor hasn't been that helpful...

I found out on Sunday I was pregnant through 4 positive OTC pregnancy tests (I was in disbelief haha).  I started spotting on Monday, called my dr and had bloodwork on Tuesday.  The dr said my HCG was low (33) and they wanted me to get more done in a week to monitor the level.  This past week, the bleeding got worse until yesterday (Friday) when it got really heavy and I went to the doctor.  She said the urine test was negative and sent me to get bloodwork to check my HCG, which she said should be 0.  Came back at 32.  They want me to get more bloodwork done on Wednesday to check the HCG level.

My question is what the heck is going on?? I'm assuming I lost the baby because the bleeding is heavier and redder today and my HCG dropped...but why hasn't the HCG gone down to 0?  Any info is helpful, thanks...
