I need help with picking a dress

I am in the mood to wear a dress. I sort of want to wear a cute dress like this one:

But I don't possess the sewing skills to do something like that. I do own a sewing machine-it's a very old singer from the 60s or 40s. I can't remember which lol. Anyway, the chick said she saw a dress like that on modcloth.com. But how do I pick a dress? How do I know what will look cute on me? What if the sizing is wrong? What if I try it on and it looks hideous? I know I can return it (or at least I think I can).

I'm going to a wedding on June 9, and I want to look pretty. Obviously, from my stress in trying to pick one lol, I'm not very good at being girly. I'd like it to fall on the modest side, and I don't want to spend more than $100 if possible. The wedding is a beach theme, but I sort of don't care.
