Obviously the restaurant is in the wrong here. But what about the moms? Do you/would you order your 4 year old a "virgin" drink? Would you taste it upon arrival to be sure you got the correct drink?
Personally, my kid gets water or milk. If she's REALLY lucky, I'll let her have juice. Ordering her a "virgin" anything would never even cross my mind. It certainly never crossed my parents' minds. I remember for my 10th birthday it was this really big deal because I was allowed to order a Shirley Temple.
