hungry or wanting to be soothed?

LO has been feeding every hour sometimes even less. He will cry and root and suck his hand or dh's neck if he's holding him. I think he's hungry so I put him on the breast but he doesnt really eat he comfort nurses. But when I try to take him off he cries and screams and wants back on. I put him back on and he will swallow a few times but then continues to comfort nurse. I'm worried this isn't a good habit to get into. I will be going back to work so I don't want him to need my breast to sooth him. Do you think he's hungry or just trying to comfort? Its' weird cause he shows all the signs of hunger like rooting and sucking his hand. Im just not sure what to do any ideas? I've tried the soother and it will work for a bit but then he spits it out.
