Reasons For Needing Scheduled C-Section

Hi 3rd tri ladies!

I am 28 weeks and 5 days pregnant and everything so far in my pregnancy (knock on wood) has gone very smoothly. My cousin who is 31 is about 26 weeks pregnant and just excitedly posted on facebook that her C-Section was officially scheduled for August 9th. I guess my question is why would someone have a scheduled c-section and at what point in the pregnancy would your OB inform you of that decision?
