Does this sound like it could be water breaking/labor?

This morning I had just gotten out of the shower and sat down to get ready. I noticed a wet spot on my pants, about 2 inches in diameter. I called L&D on my way to work, but they seemed as unsure as I am. They told me I could come in to be checked or see if it happened anymore. I decided to wait. I believe I have also been losing my mucus plug for the last week, so how do I know if it is fluid or mucus plug? This morning it was definitely a watery consistency. I am having small contrctiond here and there, but have also been having those for a while. I'm really not sure if this could be labor or if I am just over thinking it? I am 38 weeks.
