Question about steriods for lung development

There is a long story to go along with this question (isn't there always?), but I won't bore you all...  I'll just get right to the question.

Does anyone know if the steroids given for lung development are given when they aren't needed if they'll be harmful? Could they do more damage than good if there is a question about the due date (i.e. - due date was off and they were given at 38 weeks instead of 35 weeks)?
