Frequent relatching during feedings- bad?

My 3 week old is making a lot of progress with his feeding sessions but one of the "problems" he is still having is that he likes to come off the breast during most of his pauses. Is this a bad habit we need to work on? I really don't think it's because he has a bad latch.  He eats for about 30 sec. to a minute then breaks his latch and "rests" then relatches and continues. It stresses me out for some reason- I guess I wonder if he is having trouble or if this is a normal behavior. Any thoughts/advice? Thank you!
