Oral Motor Skill Difficulties?

Hi I am a mom of two - the most recent is almost 6 weeks and we have had many issues with breastfeeding.  I recently saw a lactation specialist who basically said she could not help me with our issue - he latches but seems to be flow driven and does not effectively drain me AT ALL.  He barely gets much at the breast, so I ended up pumping.  She recommended seeing a occupational therapist and I was wondering anyone else has dealt with this.  He has seen an ENT and was told he was not tongue tied, although he does have a high arched palate.

Any thoughts, advice, or information would be appreciated.
