Cramps at 13 weeks?

I'm nearing 13 weeks and haven't experienced any cramping since the very beginning of first tri., but now it feels like I'm having pretty painful menstrual cramps that radiate from my low groin to my outer hips. I'm not bleeding or anything, but just wondering if it's normal to experience this.
