Itchy shins?

My shins have been SO itchy these past couple of weeks. They itch so bad and i can't stop scratching to the point that sometimes I'm giving myself little cuts. At first I thought it was because I waited too long to shave my legs, but then once I shaved them the itching seemed worse in a way. I do use lotion and I drink plenty of water so I don't think it's a hydration issue. I also didn't have this with my first pregnancy. Has anyone ever heard of this or am I going crazy?
