private support collectors

Anyone have experience (good/bad) with hiring a private company to collect child support on your behalf.  I know most retain 20-30% of any payment you get

Ex is $19000 in arrears and the state of Ohio is not exactly enforcing the order.  He went 3 years without making a payment and they did nothing.  He made a few payments and when I called when he stopped making payments and they said because he had made a payment they could not file contempt until he missed several months of payments in a row even though at that point he was 17000 behind.

I am on the fence about transferring the case from Ohio to Texas (where I live) or going with a private collection agency because I am tired of him getting out of his financial obligation to his child.
