Can baby feel things from outside yet?

Quick question. I know that you can't feel baby's kicks from the outside until a certain point. But can baby feel things from the outside yet? We have a kitten and she was laying on my stomach the other day and purring like an F-150. I was just wondering whether baby could feel that, or, if not the purring, something stronger?
