Is he just tired?

DS is almost 3 weeks old.  He is usually pretty easy during the day, but around 5pm or so (and unfortunately when DH gets home from work, he gets inconsolably fussy and literally the only thing that will calm him down is nursing, so I spend much of the evening with him comfort sucking.  Is anyone else experiencing this?  Is it typical at that age?  Is he just tired?  The only other way to quiet him down is bouncing with him on an exercise ball and DH says his legs and butt are going to fall off soon from doing that so much...
