Nasal congestion...when is it cause for concern?

LO has been congested since week one (we are on week 6).  It started to go away last Friday, but is back, and I fear this time it's my fault.  Our pediatrician gave us the green light to take him out of the house.  Her only caution was to avoid indoor crowded spaces ( her example was a Pacers game).  It was a beautiful, but windy day in Indy on Saturday so we bundled him up, and took him downtown...to a crowded space outside.  After beating myself up for the last two days thinking he has a cold, I thought I'd check to see what the difference between a cold and congestion is...he doesn't have a fever and his boogers are white/clear.  Any thoughts would be greatly appreciated
