Keeping pacifier in?

We give ds the soothie pacifiers that they use in the hospital.  He likes to use the pacifier and it helps soothe him, but he can't keep it in his mouth.  When it is time to put it in his mouth he has a hard time starting to suck on it.  He moves his mouth around like he can't find it.  Then he sucks for a couple minutes but can't keep it in which frustrates him.  We have tried the wubbanub too and that doesn't help.

Will he figure it out eventually?  Or are there other pacifiers that might work better?
